The purpose of this Part is to establish regulations and guidelines
for the review and implementation of traffic calming measures to address
speeding and high cut-through traffic volumes on Borough streets in
order to maintain, preserve and protect the public health, safety
and welfare. Traffic calming measures are generally defined as a combination
of mainly physical measures that reduce the negative effects of motor
vehicle use, alter driver behavior, and improve conditions for non-motorized
street users. Traffic calming measures are not traffic control devices,
but rather physical parts of a roadway's design.
